Memorandum of Agreement
Between U.S. Navy Lean Six Sigma College
And

This memorandum of agreement establishes a Cooperative Masters Degree Program between the United States Navy NAVSEA Lean Six Sigma College (LSSC) and Webster University (Webster). This program provides an opportunity for qualified graduates of the Lean Six Sigma College Black Belt Course to complete one of the following Webster University masters degrees:

Master of Business Administration (MBA)
Master of Arts in Procurement and Acquisition Management (PROC)
Master of Arts in Management and Leadership (MNGT)

LSSC graduates participating in this program are eligible to receive 9 semester hours of graduate transfer credit depending on the program selected from Webster University, and can attend classes at Webster in-residence or online.

The purpose of this memorandum of agreement is to describe the LSSC Black Belt/Webster Cooperative Masters Degree program development, student eligibility, academic credits awarded, required Webster University coursework, admissions, publicity and changes to this agreement.

Program Development

The NAVSEA Lean Six Sigma College and Webster University Cooperative Masters Degree Program was developed in accordance with the American Council on Education's Joint Statement on the Transfer and Award of Credit, which contains guidelines approved by the Council of Higher Education Accreditation (CHEA) and the American Association of Collegiate Registrars and Admissions Officers (AACRAO).

Webster University Graduate Credit Awarded

Qualified graduates of the LSSC Black Belt course enrolled in the LSSC/Webster Cooperative Master Degree Program are awarded 9 semester hours of graduate credit toward the appropriate cooperative masters degree program as shown in the following chart:

Transfer Credit is awarded to LSSC students or graduates who have completed the LSSC resident Black Belt course. LSSC graduates must submit an official copy of their Completion Certificate signed by the Director of NAVSEA and the Director of Task Force Lean to Webster University reflecting completion of the Black Belt training program.

Master of Business Administration (MBA)
The Master of Business Administration degree requires satisfactory completion of 27 credit hours of the MBA curriculum and 9 credit hours of graduate electives for a total of 36 credit hours. Students who require prerequisite courses must complete more than 36 credit hours to receive the MBA degree. Qualified LSSC/Black Belt graduates are awarded 9 semester hours of credit applied as 6 semester hours of required MBA core courses and a 3 semester hours elective course. Satisfactory completion of the MBA program requires the following Webster University course:

Note: Program prerequisites are to be completed before beginning coursework for the MBA for those students who have not completed prerequisite courses (or an appropriate equivalent) within five years of entering program and having earned a grade of B or better. If the appropriate prerequisite course content was completed more than five years prior to entering the program, the department will allow a waiver if the student demonstrates command of the content area by successfully completing a waiver examination. Prerequisite courses may not count as electives in the 36-credit-hour MBA.

Master of Arts in Procurement and Acquisition Management (PROC)

The Master of Arts in Procurement and Acquisition Management degree requires satisfactory completion of 24 credit hours of the PROC curriculum and 12 credit hours of graduate electives for a total of 36 credit hours. The student chooses elective courses offered in this major, from the program curricula of other Webster University School of Business and Technology majors.

Qualified LSSC/Black Belt graduates enrolled in the MA in Procurement and Acquisition Management are awarded 9 semester hours of transfer credit, which is applied as 6 semester hours of required PROC core courses and a 3 semester hour elective course. Satisfactory completion of the PROC program requires the following Webster University courses:

Admission to Webster University
Requirements for admission to the LSSC/Black Belt Cooperative Masters Degree Program are as follows:

Point of Contact
The point of contact at Webster University for questions on any aspect of the cooperative degree program between the LSSC and Webster is Carl Richards, Regional Director, Webster University or his designee, and for the Lean Six Sigma College, Art Willoughby, Curriculum Manager, or Cynthia L. Duncan, Admission Coordinator, Lean Six Sigma College.

Termination of Agreement
This memorandum of agreement will be effective upon execution by the below participants to the agreement, and will continue until written notice of cancellation is recived by either party to the agreement. Changes to the LSSC Black Belt program will subject this MOA to review and renegotiation. An appropriate liaison from each institution will be designated to coordinate all aspects of this agreement and any future joint projects.
