THANKSGIVING
HISTORY
As
President, on October 3, 1789, George
Washington made the following proclamation and created the first
Thanksgiving Day designated by the national government of the United States of America:
President Franklin D. Roosevelt broke with this
tradition. November had five Thursdays that year, and Roosevelt declared
the fourth Thursday as Thanksgiving rather than the fifth one. In 1940,
in which November had four Thursdays, he declared the third one as
Thanksgiving. Although many popular histories state otherwise, he made
clear that his plan was to establish it on the next-to-last Thursday in
the month instead of the last one.
The U.S. Congress in 1941 split the
difference and passed a bill requiring that Thanksgiving be observed
annually on the fourth Thursday of November, which was sometimes the last
Thursday and sometimes (less frequently) the next to last.

Petition to Graduate and
Graduation Fee You should
submit your Petition to Graduate and Course Evaluation at the start of
your last term. Academic Affairs worked with our Enrollment Management
and Business Office to automate and change the billing of graduation
fees. A one time "graduation candidacy" fee ($50) will be
placed on your student account automatically as you approach your last
term. This replaces the former graduation fees that were collected or
charged when the petition to graduate was processed.
Course Attendance: The Webster University Graduate Studies Catalog
page 27 states the following policy on course attendance:“The
University reserves the right to drop students who do not attend class the
first week of the term/semester. Students are expected to attend all
class sessions of every course. In the case of unavoidable absence, the
student must contact the instructor. The student is subject to
appropriate academic penalty for incomplete or unacceptable makeup work,
or for excessive or unexcused absences. Generally, a student who misses
more than one four hour course period (per course) without a documented
military or medical excuse and advanced permission from the instructor
should be withdrawn from the class." Instructors are required to
take attendance the first day of class. Any student not in attendance may
be dropped unless the instructor was previously contacted. Readmission to
the class will be evaluated on an individual basis. Instructors are
advised to contact the Shaw AFB office when a student misses more than
one four hour course period as this may result in the office
administratively withdrawing the student. The student will still be
required to pay some if not all the tuition.
Building Rules: Students can obtain a copy of all
current building rules from our office or you can click here to print a copy.
